This scholarship was established as a memorial to Ruth Bales Fisch, daughter of the late Randolph Circuit Court Judge Alonzo L. and Mrs. Bales and a graduate of Winchester High School. Awarded to a senior of Winchester Community High School, based on academic achievement, leadership, ability, probable success in selected field and possible need, must rank in upper third of class, applied and accepted by an accredited college or university, enrolled in WCHS her eleventh and twelfth years, first preference to student who plans to teach high school or college English, second preference to a student who plans to teach history or one of other humanities.
